Fake Lebanese Contractor Robs Salone Government.

The Chairman of MODCOM Construction Company, Bassam Ghoussoub has refused to refund the sum of Le5 Billion (Five Billion Leones) paid to him by the Government of Sierra Leone through the Ministry of Trade and Industry for the construction of two markets in Freetown, the Wellington Market and the Peace Market at Ferry Junction.
The project consultants, TEDA (Tropical Environmental Design Associates) confirmed that, the construction of the two markets has stalled due to MODCOM’s decision to unduly terminate the contract.
MODCOM is embroiled in a serious financial difficulty leading to the termination of the services of its Lebanese Managing Director, Mustapha Zayat.
The total value of the contract for the construction of the two markets was Le11 Bn. (Eleven Billion Leones), according to a senior official at the Ministry of Trade and Industry at Youyi Building in Freetown.
Following the collapse of MODCOM, Mr. Bassam Ghoussoub and his elder brother, Rabih Ghoussoub established General Construction Services.
Before then, their company, Centrum had collapsed as a result of mismanagement.
MODCUM’s contract to construct the head office of the ACC (Anti Corruption Commission) at Tower Hill in Freetown was cancelled following serious disagreement with the former ACC Commissioner, Joseph Kamara.
Mr. Kamara was meticulously able to recover from MODCOM the sum of US$465,000 (Four hundred and sixty five thousand United States dollars) as advance payment made to the company by the ACC.
We are now investigating whether Mr. Ghoussoub’s former companies (Centrum and MODCOM) were GST and PAYE compliant.
We are also investigating how Leocem awarded a contract to the General Construction Company without carrying out due diligence on the company’s suitability to carry out such a construction job.
